There was more sabre rattling on the Iraqi political scene this week, as the Speaker of parliament, Osama al-Nujaifi, hinted at the possibility of a break-away Sunni state.
His statements follow indications, finally, from Prime Minister Nouri al-Maliki to the effect that ministerial heads may metaphorically roll as a result of their poor performance.
These stories, against a background of increasing violence, have perhaps distracted attention from the fact that the Development Fund for Iraq (DFI), which was set up after the 2003 war to handle oil and other revenues, reverts to Iraqi control from tomorrow, 30th June.
The sums involved are immense, and it is essential that they are handled professionally. We can expect some clarification from the International Advisory and Monitoring Board (IAMB) on Thursday regarding the future management of the fund.

Iraq’s Central Bank announced on Thursday that it is planning to delete the zeros from the Iraqi currency. This step is one of the bank’s strategic missions; the Central Bank said adding that the new currency will include the Kurdish language in addition to the Arabic language. “The zeros that were added to the Iraqi currency previously constituted a large money supply up to 28.500 trillion Iraqi Dinar and 5 trillion banknotes”, the adviser of Iraqi Central Bank governor Mothahhar Mohammed Saleh told Alsumarianews. “The Central Bank has prepared all requirements needed to delete the zeros from the Iraqi Currency”, Saleh said. “This step is one of the Iraqi central bank’s strategic missions. The monetary policy of the bank aims to structure and reduce the currency in a country moving towards an economic phase”, he added. “The project of deleting zeroes is complete. It will be submitted to the central bank’s administration in the next session. Then, it will be passed to the ministerial council before presenting it to the Parliament for vote. The mechanisms of changing the currency will be gradual. It will be preceded by awareness campaigns for citizens”, the adviser of Iraqi Central Bank governor said. “The new currency will be printed after deleting the zeros and will include the Kurdish language in addition to the Arabic language. It will bear as well photos of Iraq’s civilizations and patrimony in addition to symbols of Iraqi intellectuals and figures”, Saleh noted. On June 19, Iraq’s Central Bank Governor Sanan Al Shebeibi affirmed during the meeting of independent commissions with Prime Minister Nuri Al Maliki that the bank is preparing all requirements needed to replace the Iraqi Currency. Iraq’s Central Bank has four branches including Basra, Sulaimaniah, Arbil and Mosul. It was founded as an Iraqi independent bank by virtue of Iraq’s Central Bank Law issued on March 6, 2004. Baghdad (NINA) - President Jalal Talabani announced that the leaders and representatives of the political blocs who held a meeting today agreed to immediately halt the media campaigns and to be committed to President of Kurdistan, Massoud Barzani’s initiative and Erbil agreements.
He said, in a press conference "the meeting, which lasted 3 hours, was successful and ended the boycott, it put frankly the outstanding issues," noting that another meeting will be held soon, which will be attended by Dr. Iyad Allawi in order to implement the rest of the Erbil agreements.”
He explained that today's meeting discussed two topics, the first; the presence of U.S. troops in Iraq and the second is current political situation.
"For the first subject; the participants decides to study the issue of the American military presence extensively in the light of the need for training Iraqi forces, and to hold a special session to issue a political decision on the presence of U.S. troops issue," Talabani went on saying.
He added that regarding the second topic, it was decided to abide by Barzani’s initiative of Erbil.
The leaders and representatives of the political blocs held a meeting today at the home of President Jalal Talabani in the absence of some leaders and VIPs, including the leader of the Iraqiya Slate Dr. Iyad Allawi, Parliament Speaker Osama Al Nujeifi, leader of the National Reform Movement Ibrahim Al Jaafari, and President of Kurdistan, Massoud Barzani.

Maliki orders Army to make greater efforts to protect the refineries and oil pipelines
Arbil, June 15 (Rn) – issued by Iraqi Prime Minister Nouri al-Maliki ordered the Iraqi army should make additional efforts on the issue of bra refineries and oil pipelines in the country, to prevent any assault or targeting those pipelines and refineries.
He said the site (Blomberk) e, that the “meeting of the Iraqi cabinet, which was held on Tuesday, included a discussion of the performance of ministries within the 100 days that Maliki had set for evaluating the work of ministries and local councils of Iraq,” quoted Maliki as saying during the meeting that “any failure to protection of oil firms, would create problems for Msfii session and Peggy, as well as pipelines that carry fuel to power stations. “
For his part, said the office manager to lead the military forces of the Iraqi armed Farouk al-Araji “The Iraqi army received the task of protecting the Baiji oil refinery (north Baghdad) of the police force by about 15 days.” Noting that “surveillance cameras set up in several places to help stop the incidents targeting the refinery and oil pipelines.”

Iraq’s official foreign exchange reserves gained around $six billion in 2010 and they could triple by 2015 if oil prices remain strong and the Gulf country pursued an ambitious crude output expansion plan, according to a Western study.
Iraq’s oil production has already surged by more than 300,000 barrels per day during the first quarter of 2011 and a further rise will ally with high crude prices to boost growth in its real GDP to 11 per cent from only 0.8 per cent in 2010, said the study by the Washington-based Institute for International Finance (IIF).
In nominal terms, the economy of the conflict-battered Arab nation is projected to gain nearly $34 billion in 2011 and could swell further by $13 billion in 2012.
From round 2.36 million bpd through 2010, Iraq’s crude output surged to an average 2.7 million bpd in the first quarter of 2011, IIF said.
Assuming consumption of oil increases by five per cent a year, Iraq’s exports of crude in 2011 are projected at 2.15 million bpd, it added.
The report said the increase in oil production is in response to strengthened global demand occasioned by Libya’s shortfall, adding that it was also supported by three successful bidding rounds held since 2008, which drew in international oil companies to develop or rehabilitate Iraq’s vast oil fields.
It noted that Iraq, which controls the world’s third largest proven oil deposits, has set ambitious plans to increase crude output to 11 million bpd by 2020.
But IIF said it believes that target is unlikely to be met, adding that the country’s oil production could gradually rise to around 4.5 million bpd by 2015.
The sharp increase in oil production, combined with higher crude prices, will shift the external current account and fiscal deficits of 2010 to large surpluses of 7.6 and 6.4 per cent of GDP, respectively, in 2011, according to the study.
“Overall, real GDP is projected to grow by 11 per cent in 2011 as a result of the large increase in crude oil production. Growth in nonoil real GDP will depend on improvements in the security situation,” it said.
“If oil prices remain above $100 per barrel, and if the country’s crude production continues to increase over the coming years to about 4.5 million bpd by 2015, then Iraq’s official foreign exchange reserves could almost triple, rising from about $50 billion at the end of 2010 to $143 billion by 2015, equivalent to 78 per cent of projected GDP, or 15 months of import cover.”
The report estimated Iraq’s GDP in current prices at around $80.7 billion in 2010 and expected it to swell to $114.4 billion this year and $127.1 billion in 2012.
It said the surge in real GDP would be mainly a result of higher oil output as hydrocarbon GDP will likely soar by 16.6 per cent in 2011. Non-oil GDP is forecast to rise by nearly 4.5 per cent, it added.
The report put inflation in Iraq at about five per cent in 2010 and forecast it to rise to six per cent in 2011 before edging down to five per cent in 2012.
It expected the country’s external debt to plunge from around 107.7 per cent of GDP in 2010 to 64.2 per cent of projected GDP in 2011 and about 45.8 per cent in 2012. The sharp fall will apparently be due to financial surpluses during 2011-2012 and a surge in the country’s GDP

Best Western signs deal for first Hotel in Iraq
Best Western International has signed a deal for its first hotel in Iraq, the Best Western Premier Erbil.
The property is owned by Golden Mountains Company and construction of the 160-room hotel is scheduled to begin in September this year.
Best Western is the latest in a series of international hotel operators to announce plans for expansion in Iraq.
Millennium & Copthorne have seven hotels planned in the country, Shaza Hotels will run a hotel in Karbala being developed by Range Hospitality and Rotana already operates a five-star property in Erbil.
Best Western International’s vice president international operations – Asia & the Middle East, Glenn de Souza, said there were several reasons why the company was keen to have a flag in Iraq.
“There are many positive points which have triggered the interest of Best Western in Iraq for its next step of brand expansion. Compared to other countries in the region, Iraq holds good promise when considering the economy, the people, the salaries and financial resources,” said De Souza.
