There was more sabre rattling on the Iraqi political scene this week, as the Speaker of parliament, Osama al-Nujaifi, hinted at the possibility of a break-away Sunni state.
His statements follow indications, finally, from Prime Minister Nouri al-Maliki to the effect that ministerial heads may metaphorically roll as a result of their poor performance.
These stories, against a background of increasing violence, have perhaps distracted attention from the fact that the Development Fund for Iraq (DFI), which was set up after the 2003 war to handle oil and other revenues, reverts to Iraqi control from tomorrow, 30th June.
The sums involved are immense, and it is essential that they are handled professionally. We can expect some clarification from the International Advisory and Monitoring Board (IAMB) on Thursday regarding the future management of the fund.

He explained that today's meeting discussed two topics, the first; the presence of U.S. troops in Iraq and the second is current political situation.
"For the first subject; the participants decides to study the issue of the American military presence extensively in the light of the need for training Iraqi forces, and to hold a special session to issue a political decision on the presence of U.S. troops issue," Talabani went on saying.
He added that regarding the second topic, it was decided to abide by Barzani’s initiative of Erbil.

CBI: Annual core inflation rate accelerates to 7.3%
BAGHDAD (Babinaoz / Reuters) – A senior official of the Central Bank of Iraq to the annual core inflation accelerated to 7.3 percent in May from 6.1 percent in April, driven by the cost of imported goods and services especially in the health care sector. He added that foreign investors registered net purchases in the first five months of this year, bought shares worth 84 billion Iraqi dinars (72 million dollars).
He said foreign investors sold shares worth ten million dollars since January, after he bought a $ 53 million of the shares in 2010.
Abdel-Salam told Reuters in an interview, “When you see the Arab region now and see what happens you can see the difference between Iraq and the others.
“We have a government .. and foreign companies began to rebuild the country with the Iraqis. And also see the oil companies working … this encourages everyone to invest.”
Iraq is trying to stand on his feet again after decades of war and economic isolation and needs to be invested in almost all sectors under reconstruction efforts.
Iraq has seen protests like other countries in the Middle East and North Africa, but focused on the demand for better basic services and provide more jobs than calling for regime change.
There are 85 companies listed on the Iraqi market for securities, which began work in 2004. The market is a center of private investment outside the oil sector in a country dominated by state companies.
Abdel-Salam said he expected an increase of from 40 to 50 percent in the number of shares traded in the current year as a whole.
He added that foreign ownership of shares in the stock market rose to about 19 percent in 2011 from three percent in 2008.
He pointed out that foreigners, especially Americans and Europeans and the Arab Gulf and the Egyptians are interested primarily in bank stocks, and the hotel sector and the industrial sector.
Abdul Salam said that since January has traded 210 billion shares worth $ 326 million. A volume of 255 billion shares in 2010 worth $ 342 million.
He added: “One of reasons for the high index of the last meeting of last year to now is the demand of foreigners … they buy four times as much selling.

Iraqi Prime Minister Nuri al-Maliki to set another 100-day period for his cabinet to improve performance after the expiration of the first 100-day deadline he set earlier to quell protests in the country, an official newspaper said Wednesday.
"We want to realize the horizon of a second 100-day period which will support the accomplishments of the first 100-day period, " the state-owned newspaper al-Sabah quoted Maliki as saying.
Maliki said he would listen to his ministers talking about their accomplishments during the first 100-day period and their plans after it, along with discussing the obstacles they faced, the newspaper said.
Late on Tuesday, the Iraqi official television Iraqia broadcasted live meeting of the Iraqi cabinet headed by Maliki to discuss progress made by some ministries during the first 100-day period.
The first 100-day was set by Maliki on Feb. 27 in which he gave his cabinet a chance to improve their performance or face changes, in a bid to quell protests that engulfed the country over poor government performance.
Observers here said the first 100-day period, which ended on Tuesday, showed no tangible achievements for the angry public who were suffering from the persistence of widespread corruption, unemployment and poor public services eight years after the U.S.- led invasion.
They also said it won't be easy for Maliki to fire ministers as he is heading a national partnership government with members from Iraq's main political blocs.
Iraq witnessed earlier this year in several provinces demonstrations against unemployment and a sharp rise in the prices of food staples and demanding better public services.

Japanese Poised for Iraq Investment Surge
Basra, Japan is to launch an investment offensive in Iraq, starting with the southern city of Basra, the Japanese ambassador to Iraq said today.
Speaking at the conclusion of the Japanese investment conference in Basra, Mitsuo Sakaba said numerous Japanese companies are looking to get a share of the massive profits that it is possible to make from Iraqi investments, with a particular focus on energy.
“Japan is aware of Basra’s economic and regional status and this makes us determined to make it the center to begin our investments in Iraq,” he said.

Best Western signs deal for first Hotel in Iraq
Best Western International has signed a deal for its first hotel in Iraq, the Best Western Premier Erbil.
The property is owned by Golden Mountains Company and construction of the 160-room hotel is scheduled to begin in September this year.
Best Western is the latest in a series of international hotel operators to announce plans for expansion in Iraq.
Millennium & Copthorne have seven hotels planned in the country, Shaza Hotels will run a hotel in Karbala being developed by Range Hospitality and Rotana already operates a five-star property in Erbil.
Best Western International’s vice president international operations – Asia & the Middle East, Glenn de Souza, said there were several reasons why the company was keen to have a flag in Iraq.
