I had some contacts of mine look at the article that boandaisy posted concerning the IQD= 1.3 USD article. I found it very interesting that the reporter stated in the last paragraph that the Iraqi dinar has become one of the strongest currencies in the region at a rate equal to 1.3 US Dollars. He is basically stating in this article that the dinar has RVd at a rate of 1.30. I personally don’t agree with the rate but just the fact that he made that statement is pretty amazing. My contacts looked at the original Arabic version and agreed it is saying 1.3 and not 3.1. They told me when you see numbers written this way that you read it just as we read it. When you look at the date of 2011 above, it is 2011 not 1102. Very interesting article that I am going to do some more checking into. Will let you know if I find out anything else.

From reading the entire article, it seems to be written in past tense. We are doing more research. I have heard from several sources the United States banks are ready for this event. I still believe we are on the right track.
The rate has me puzzled and I would rather not do any guess work. This is not the rate we have for sure. So, we need to let this play out. Personally, right now I would take anything and end this chapter.

Financial sector is still suffering Iraqi Anflata as a result of lack of oversight and the absence of laws organized, especially remittances abroad, which amounted to $ 30 billion in 2010, according to Central Bank of Iraq. After 2003, and found a large proportion of cash in Iraq on its way out of the country, especially neighboring countries, did not work any governmental or private to determine the size of these funds. After the government's control over key ports, and because of the difficulty of transporting money to the deteriorating security situation on the roads, picked up what is known as foreign exchange offices, which began its work in the form of natural and without any approvals, laws or censorship.
Says the owner of «the sun for conversion» Diaa Mohamed told «life», the regulators on the work of office conversion in most cities in Iraq is security, not financial, Kalmsrv Central or the Finance Ministry or local governments, but there are reports of transfers the information of the intelligence service in each province To see the size of the balances that prevent some of the names to make sure that their association with the financing of terrorism. He added: «We are a small office space, do not turn the money over 50 thousand dollars», pointing out that the work of the offices in Iraq through the systems of money transfer companies.
The first expert in the Iraqi Central Bank the appearance of Mohammed Saleh told «life» that the bank, or any other Iraqi, can not prevent foreign transfers or rationing system, as Iraq is committed to the laws of the International Monetary Fund, which provides free current account in the system of payments to companies and individuals. He stated that «every citizen the right to transfer funds, on condition that the intersection with the financing of terrorism and money laundering, so we added a condition for conversion represented by the request and the documents showing the reasons for the conversion of the amounts in excess of 50 thousand dollars».

He stressed that the bank sells in the form of daily between 150 million and $ 180 million, and prevents the private sector each year, about $ 35 billion, representing two thirds of the proceeds of Iraqi oil. He reported that it is not plausible that all of the conversions are intended to cover foreign trade, the imposition of the Central Bank to add an item requires another regulatory review of the General Authority for taxes on amounts in excess of 50 thousand dollars for the organization of the conversion process and the pursuit of tax evaders. He disclosed the presence of people turning $ 100 million, while they recognized that tax indicates otherwise.
In regard to the activity office conversion confirmed the appearance of it «adopt in its work on the Central Bank as a source of foreign currency», pointing out that Iraq's economy, Rei, and dependent on oil revenues transferred to the «Development Fund for Iraq» and then to the Central Bank to sell those currencies covering the needs of the budget. He said the bank's policies have contributed to the stability of the Iraqi market, even the Iraqi dinar has become one of the best currencies in the region because it is equal to 1.3 U.S. dollars, therefore the possibility of expansion content in the market during this phase.

This article is VERY confusing for most. Please pay attention to the areas I have highlighted in RED. Initially, it looks as though the GOI is done, THEN when you read it through, you can see that is NOT the case, at least IMO...
of all people, Al Sadr is going to get the credit for getting them to complete the GOI?

Ahrar MP Riad Al Zaydi told Alsumarianews that the political committee of Sadr’s Front will likely mediate between the State of Law and Al Iraqiya to resolve the crisis affirming that the issue of strategic national policy council is not complicated. It can be resolved if all political parties convene together.
Al Ahrar bloc MP Liqaa’ Al Yassin announced that the party will gather votes against any request by the government to extend the presence of US Forces in Iraq by the end of 2011.

Iraq has warned Shell that it needs to finalise a $12 billion [14.4 trillion Iraqi dinar] gas deal by next week or it would cancel negotiations over the agreement, the country’s deputy oil minister, Ahmed al-Shamma, said on Monday.
“We warned Shell that either we finalise… the deal next week or we will cancel everything”, al-Shamma told reporters. “We will not allow discussions to drag on any longer.”
Since the signing of an initial agreement in 2008, Iraq has been working to finalise a joint venture between the state-owned South Gas Company, Shell and Mitsubishi to capture gas at southern oilfields.
The deal has suffered a series of setbacks including legal hurdles and political opposition.

I still have to research this article a bit, BUT I found the last line VERY interesting! Don't go getting crazy on me, I'm just posting because I found it.
Updated sidenote: According to another site, just to complicate things further, we have to remember that Arabic is written right to left, which COULD mean 3.1 USD.. I do NOT currently have an opinion on this. I HAVE seen another article around three weeks ago that referred to the IQD being one of the strongest currencies in the region and it was in PAST tense (here it is). Who knows? Let's just stay grounded and patient!

Ambassador to Baghdad, James Jeffery, has proposed on the Iraqi politicians on Tuesday to activate the government of broad national-partnership that was formed after the last elections, instead of looking for “new scenarios” to settle the crisis, denying the existence of negotiations with the Iraqi government for the extension of the U.S. troops presence in the country.
The U.S. Ambassador’s statement took place while answering a question by a number of Iraqi media sources, including Aswat al-Iraq, on Monday, about possible scenarios to settle the current political crisis among the political blocs, through holding early elections.
“There are several scenarios before the Iraqi politicians, but selecting any of them “does not return to the United States, but it is the mission of the Iraqi people and its Iraqi politicians,” Ambassador Jeffery said, answering an Aswat al-Iraq question.
The Ambassador said: “We believe, being Iraq’s friends that a government of broad national-partnership is the best scenario for Iraq, which is actually existing nowadays and includes members of all political blocs.”
“If we take into consideration the problems and the continuation of threats, along with the period that took different blocs to form the Iraqi government, being 10 months that followed the last elections, we suggest that everybody concentrate on the activation of the current government, he said, reiterating that “Iraqis, and not the United States, are to decide the best solution that serves them.”
As regards to the possibility to extend the security agreement by the end of the current year, the Ambassador said: “There are no negotiations between the United States and Iraq, and the American Administration is waiting for the result of dialogues among the Iraqi political blocs, in order to start negotiations, expressing conviction that “both countries would reach a joint platform to serve the current phase.”
Answering a question about ‘fears’ that al-Qaeda and Iran would impose control on Iraq after the departure of the American troops by the end of the current year, the U.S. Ambassador admitted that such scenario was “frightening,” but said that the United States “shall exert every effort to fight al-Qaeda in Iraq, so long as the Iraqi government wanted that.”
As regards to the U.S. expected withdrawal from Iraq and the size of workers in the Iraqi Embassy in Baghdad, the Ambassador said his Embassy “strives to increase the number of Iraqis, working in the Embassy to reach 70% of its total workers, the same as the situation is in Turkey, where I served, before I was transferred to Iraq.”
Answering a question about the size of the Embassy cadre, the U.S. Ambassador pointed out that “the issue had not been decided yet, and it depends on the decision of the political forces, because we have not began our dialogue with them yet, waiting for their decision.”
He pointed out that “the large size of his Embassy staff depends on the additional missions assigned for it now, as it is carrying out the training and development of Iraqi cadres, as well as giving advice regarding such issues as technology, sciences, energy and security, according to the Strategic Agreement, signed between both countries at the end of 2008.”
“Our Embassy has large plans to train the Iraqi police by the American Army, and we have a plan to supply the Iraqi Army with millions of dollars, allocated by the United States, as aids, through the employment of such aids by large companies, such as Boeing and others,” he said, pointing out that the Iraqi troops “were trained to face the internal security threat, though they weren’t trained enough for tradition fighting.”

Political blocs agree to form a higher committee to follow up the agreement Irbil

Ok everyone, I put up a few posts this morning for you to chew on. I will be spending majority of this day with my family and my yardwork...lol. I have believed for a while, as Randy Koonce does, that the minister positions have been filled (but not announced).
However, I have recently changed my viewpoint.
I now no longer believe they are filled; because of all the news coming out of iraq about the search for ministers. I do not believe all the Iraqi news is spinning this story or creating smoke. I take their word.
HOWEVER: I DO NOT BELIEVE THE MINISTRIES NEED TO BE FILLED TO SEE THE RV.
I DO NOT BELIEVE THE RV IS DEPENDENT ON THE GOI BEING 'COMPLETED'.
I think it is completed enough for now; it is fully functioning; Maliki serving as the temporary minister of those 3 security ministries... Iraq is passing laws, measures, rulings, making decisions for the country, etc. They have the ONLY functioning democratic govt. in the Middle East.
The system they have (3 presidents, representing the 3 major groups of iraqi's, Kurds, Shia, and Sunni) with a Prime Minister over them, seems to work well. They have seemingly been content to go about normal daily business without these spots filled. Yes, they talk about the need to fill them, but there does not seem to be any real sense of urgency.
Also, to the claims that they exchanged one dictator for another (Maliki), I strongly disagree. The fact that one after another of Maliki's nominee's has been shot down by Allawi or another in the GOI proves that their system is in fact working, and no one person has all the power.
Again, I believe that Shabibi is far too smart to not have this figured out. I believe that he may have in fact said 'no way', when asked if the GOI being seated was a pre-requisite to the RV.
He strikes me as way too intelligent to leave this RV in the hands of Allawi, Maliki, or any of the other clowns running the country.

Dictators can come in and scrap the currency, devalue it, print new currency, etc. Basically, Shabibi knows that until they have a fully representative GOI that is internationally recognized, it will not instill confidence in their government, and thus no confidence in the currency itself. by calling it complete since Maliki put his own name in by proxy. Obviously "on paper" you could say the GOI is complete. After all, there are names in all of the slots. However in reality, you cannot really say that, as it is not truly representational (all parties having a DEMOCRATIC voice about who is in those positions). Until that happens, it really is not complete.
If you think about this from a democratic and economics view, then you have to conclude that they go hand-in-hand. We will not see the RV until the GOI is complete (in the democratic sense).

I have believed for a while, as Randy Koonce does, that the minister positions have been filled (but not announced).
However, I have recently changed my viewpoint.
I now no longer believe they are filled; because of all the news coming out of iraq about the search for ministers. I do not believe all the Iraqi news is spinning this story or creating smoke. I take their word.
HOWEVER: I DO NOT BELIEVE THE MINISTRIES NEED TO BE FILLED TO SEE THE RV.
I DO NOT BELIEVE THE RV IS DEPENDENT ON THE GOI BEING 'COMPLETED'.
I think it is completed enough for now; it is fully functioning; Maliki serving as the temporary minister of those 3 security ministries... Iraq is passing laws, measures, rulings, making decisions for the country, etc. They have the ONLY functioning democratic govt. in the Middle East.
The system they have (3 presidents, representing the 3 major groups of iraqi's, Kurds, Shia, and Sunni) with a Prime Minister over them, seems to work well. They have seemingly been content to go about normal daily business without these spots filled. Yes, they talk about the need to fill them, but there does not seem to be any real sense of urgency.
Also, to the claims that they exchanged one dictator for another (Maliki), I strongly disagree. The fact that one after another of Maliki's nominee's has been shot down by Allawi or another in the GOI proves that their system is in fact working, and no one person has all the power.
Again, I believe that Shabibi is far too smart to not have this figured out. I believe that he may have in fact said 'no way', when asked if the GOI being seated was a pre-requisite to the RV.
He strikes me as way too intelligent to leave this RV in the hands of Allawi, Maliki, or any of the other clowns running the country.

Best Western International has signed a deal for its first hotel in Iraq, the Best Western Premier Erbil.
The property is owned by Golden Mountains Company and construction of the 160-room hotel is scheduled to begin in September this year.

Iraqi Cabinet stressed on Sunday that the ongoing threats to withdraw from the political process does serve neither the political process nor those who threaten to withdraw and added that there are a considerable controversy on the political level. The government said that the issue of security ministries is not a problem anymore because Al Iraqiya List candidate is accepted by Maliki.
State Minister and Government Spokesman Ali Al Dabbagh told Alsumarianews “threatening to withdraw from the political process does serve neither the political process nor those who threaten”. “Solutions that were reached due to Barazani agreement enclose the majority of the problems and what is left is the National Strategy Policy Council which needs further efforts in order to narrow the points of view”, he said.
“Al Iraqiya List deems that National Strategy Policy Council has competences while other don’t share the same point of view and say that it is a council to ripen the policies”, he added. “The different points of view caused this subject to be delayed”, Dabbagh said. “The political controversy is considerable”, he uttered.
“The ongoing meetings will narrow the points of view however they should not take a long time”, he said and stressed that it is important to find a starting point to put an end to this chapter which creates concerns and crises for Iraq.
The issue of security ministries is not a problem anymore because the candidate of Al Iraqiya List is approved by Maliki. The participation of Al Iraqiya List Ministers in the national partnership government is the most important step. National Strategy Policy Council is another important issue but it needs solutions and compromises.
Al Iraqiya List said on Saturday that the meeting of political blocs scheduled on Monday will be decisiove as to national partnership or the collapse of the political process. The List added that failing to reach partnership according to Irbil agreement articles means the collapse of trust between the political forces and the government. The List also called to present the agreement in the parliament in order to disclose its importance and how dangerous it would be to renounce it.

The source said in a statement (of the Agency news) on Sunday: “The leaders of Iraq’s six gathered at the home of Iyad Allawi, was agreed once again to the position of suspension of membership, which will include (Vice-President of the Republic, members of the House of Representatives and the ministers), pointing out that the suspension of members of parliament may include House Speaker Osama Alniszewi, and the suspension of the President of the Council will be dependent also on the meetings of Monday, members of the negotiating committees. “
The source added: “The Iraqi leaders will meet next Tuesday morning, and their position will be based on the results of Monday’s meeting.”
It consists of the Iraqi List of the six components, the leader of the Accord and head of the Iyad Allawi, leader of the national dialogue, Saleh al-Mutlaq, the head of the Iraqi Osama Najafi, and the head of the list to renew Tareq al-Hashemi, the president of the National Independent Rafie al-Issawi, and gathering solution, led by Jamal al-Karbouli.
In a related context, the source revealed itself; that U.S. diplomacy in the U.S. Embassy in Baghdad met with Iraqi President Iyad Allawi’s coalition and a member of the delegation negotiating Rafie al-Issawi both separately, after meeting Iraqi leaders.
The source said: “The Allawi told the U.S. diplomatic position on Iraq and its members, and that the only option for a cluster,” noting that “the Americans have put forward opinions and ideas that bring the Iraqi rule of law, but Allawi stressed that their decision was the result of pressure base of the mass of the Iraqi electorate.”

- They have to control the violence..... they do not have the security in place...........sooooo... if they give them money they will calm them down and make them happy. RVing would be the best way to diffuse the violence.

Ans. This is why Randy thinks they will extend the DFI another 6 months so Iraq will have time to get on it's feet.
When they pay contractors, they are paid out of US dollars...with money set aside from previous years for that.
The private Banks in Iraq are trying to loan the people 5 million Dinar just so they can get by.
The Kurds are the only people in the world they can pay and not show the rate to, they are an exception to the rule.....but he thinks they too are being paid in US dollars to this point.
- They would have already paid people if they RV'd. If they tried to do it at 1170....it would break them.
- Randy feels because of the GCC common currency that the middle east is planning on having....that's why Iraq's Dinar needs to be around $4.00
- We are getting so close....if it takes them an extra 2 weeks who cares......but I really feel it will be sooner than that.
- They have all the Ministers voted in now.....the Articles all point to the fact they are in agreement.....

- Relax....we don't have too much more to go........We are pretty much done.

Ans. This is why Randy thinks they will extend the DFI another 6 months so Iraq will have time to get on it's feet.
When they pay contractors, they are paid out of US dollars...with money set aside from previous years for that.
The private Banks in Iraq are trying to loan the people 5 million Dinar just so they can get by.
The Kurds are the only people in the world they can pay and not show the rate to, they are an exception to the rule.....but he thinks they too are being paid in US dollars to this point.
- They would have already paid people if they RV'd. If they tried to do it at 1170....it would break them.
- Randy feels because of the GCC common currency that the middle east is planning on having....that's why Iraq's Dinar needs to be around $4.00
- We are getting so close....if it takes them an extra 2 weeks who cares......but I really feel it will be sooner than that.
- They have all the Ministers voted in now.....the Articles all point to the fact they are in agreement.....

89.1 billion dollars is their budget .....26.1 is official oil revenue....divide the 26.1 into the 89.1 and this gives you the minimum they need to come in at to cover their budget. $3.41 minimum.
- Q. Parliament coming back in on June 12th anything to do with RV?
Ans. NO.
- They have to RV their currency. Then they have to open their budget. Then they have to go from an Article 8 to an Article 9 in order to drop the DFI.
If they don't do this with a new rate....then they don't have any money to open their budget with!!

Muqtada al-Sadr announced his willingness to intervene to resolve disputes between the political parties.
This comes at a time when it was announced the Kurdistan Alliance, said the upcoming meeting of the political blocs today will determine the date for the tripartite meeting brings together Prime Minister Nuri al-Maliki and Kurdish President Massoud Barzani, the President of the Iraqi List, Iyad Allawi, in order to address the issue of the National Council for policy, strategy, and the candidates positions on security.
Mr. Sadr in a statement read by his office in Najaf yesterday: that "political differences and conflicts between the large blocs could lead to political disaster, or may have dire consequences." He added: "The people if it wants to output the occupation, the government should seek to that with him hand in hand, and we will end the occupation without a weapon is no dispute. "With regard to feminine ministries," said Mr. al-Sadr in his statement: "We will be with the political blocs, if you have determined, without a bona fide party at the expense of another party, and without political conflicts." In context, announced MP for the Kurdistan Alliance Ashwaq dry that it was "scheduled to take place to discuss common issues between the political blocs during its meeting Monday, and the scheduling of the upcoming meeting to be held between Maliki and Barzani, Allawi in Baghdad aimed at resolving questions of the National Council for policy, strategy, and candidates for office security, and restore relations between the Iraqi National Coalition. Well, happy Sunday night everyone! I wanted to post this here as it kind of helps us all to understand how things can be misinterpreted easily. As most of us Dinar investors know, there was a MAJOR false alarm this week. I don't need to "GET" into details, but needless to say there were a lot of disappointed individuals. This type of analysis up front could have possibly prevented the level of excitement/debate/emotion and otherwise negativity that we experienced yesterday. I hope it’s ok with everyone, including EHL/John, to bring it over here — but it definitely helped me feel more at ease with the interpretation we heard initially.
It was reported by several individuals that the Prime Minister of Iraq – Maliki – announced the RV to his people on Friday morning….
what did Maliki really say and what did he really mean?
this is what was reported:
2:15 AM [Blaino] Maliki has spoken. He has stated that today (there) the IQD will be restored to a value higher than before the occupation, and be a frontrunner among all currencies in the world. No rate or value was given. He alluded to it (rate) coming out today, Friday in Iraq.
Maliki DID give a speech on Friday morning and he DID say that the Iraqi Dinar (IQD) would be restored to a value higher than before the occupation. Maliki DID state that the Iraqi Dinar would be a frontrunner among all currencies in the world. It was true that no rate or value was given.
Here is where the interpretation went downhill: when it was reported that “He alluded to it (rate) coming out today (Friday) he was actually being rhetorical in nature.
What he really said was: “It will happen before the sun goes down.”
That statement was taken literally when again, it was rhetorical in nature. Maliki was just letting his people know that the change was coming and it was coming soon.
Why did Maliki give the speech? Several reasons:
1. there was a LARGE rally in Baghdad on Thursday by the followers of Sadr who is anti-American and anti-Maliki http://www.newser.co…ps-staying.html
2. the 100 days are ticking on Maliki and coming to an end on June 7, 2011 – Maliki gave his cabinet 100 days to get things in order – it has also been written that the Iraqi people want a vote of no confidence against Maliki if things aren’t finished by the end of the 100 days http://www.aknews.co…knews/4/240600/
3. Maliki was aware of the G-8 Summit and what it was going to do – the G-8 Summit this week in France is setting aside $40Billion for Egypt, Tunisia and other African and Middle East countries http://www.usatoday….ab-spring_n.htm
So what Maliki did, was he took things into his own hands.
He announced the RV not by announcing it, but by making his rhetorical statements. By doing so, he has backed the IMF, the World Bank, the Bank for International Settlements, the Central Bank of Iraq, and the US Treasury Dept into the position of having to RV the Iraqi currency ASAP as the people of Iraq will side with Sadr and riot now that they know the plan and now that they know other Middle Eastern countries are getting Billions in aid while they have little food and water and electricity is only on four hours per day.
Maliki also knows that the US does not like Sadr who, although Iraqi, spends most of his time in Iran. The US views Sadr as a ticking time bomb and if Sadr continues to stir the people of Iraq it will do damage to all the US efforts to make Iraq a democracy….and most importantly, it will interfere with the US desire to control the oil of Iraq for the benefit of the US….

Iraq cannot continue to operate with it’s currency at the current valuation of $0.0008 to the US dollar.
The US cannot afford to allow Sadr to overtake Maliki’s government.
The US is greedy and will not allow Sadr and Iran to get the oil of Iraq that the US so desperately wants and needs.

My personal experience from yesterday with my dad's neighbor (a financial advisor)
So, last night the kids wanted to go to Grandpa's house for a visit. My father lives on a lake and the kids love going there to enjoy the lake view, fish, play, etc... While we were there, the neighbor came outside and started fishing. I started to make small talk with him like usual, and learned he is a seasoned financial advisor with a major firm for over 25 years. I don't know why but I never knew what he did until yesterday, guess I never asked. Anyway, after several minutes of conversation I learned that he deals with multi millionaire clients everyday of the week. He specializes in income producing opportunities with stability. Let me add that he is VERY successful, his home next to my father is easily $500k, and he owns property in many other places also.
So there I was thinking... hmm... should I ask him about the Dinar? I hate to lose any credibility with him or do the same to my father as the ROI on this is truly unbelievable and MOST people think your CRAZY when you give them the details. I figured what the heck, he'll either know, or he won't, or he'll think I'm nuts! So, I asked him if he's ever heard of it. To my surprise, he had not!
Once I gave him the specifics, his reply was "well I'd tell you it's too good to be true but it sounds like your way past that". I laughed, and replied "yea, WAY past that". We stood and talked for almost 45 minutes and I filled him in on my research and reasoning. He was floored...
I guess to me, this story is important because as you can see, some of the individuals that you might expect to be well connected to this, are NOT. Most people become discouraged by this, I feel just the opposite! You see, I spoke to someone with a TON of experience in investments and once I was done giving him some details, he DIDN'T think I was crazy! He actually was seeking more info from ME! This adds confidence in the investment for me, and it should you IMO.
Well that's my story... I tried to keep it short.

Baghdad (NINA) – Iraqiya Slate candidate for the Ministry of Defense, Khalid Al Obeidi, was severely injured in an assassination attempt this afternoon in Mosul.
A source in Obeidi’s office said to NINA on Sunday that “an AED blasted in Obeidi’s car, leading to injuring him severely, he was immediately admitted to hospital.”
“The convoy contains Obeidi’s car and a number of traffic police cars, Obeidi was not in his car as kind of camouflage, and he was in one of the traffic police cars,” the source added, pointing out that the AED was put in the car he went in.
“Obeidi now is in the hospital to get the shrapnel out of his body,” the source went on saying.
Obeidi was earlier nominated by Iraqiya Slate for the MOD, but, it withdrew him from the names for the post despite that Maliki insisted on him.

KARBALA / Aswat al-Iraq: The Chairman of Karbala's Chamber of Commerce extended an invitation to the Kuwaiti ambassador to Iraq to hold an economic and commercial conference in order to "minimize tension" between the two countries.
Nabeel al-Anbari told Aswat al-Iraq that the aim of the invitation is join Iraqi and Kuwaiti merchants and industrialists, because "economic ties minimize tension between the two countries."
He added that the conference will discuss the question of Mobarak port and its economic feasibility.
The ambassador promised to refer this invitation to the Kuwaiti government and foreign ministry for approvals.
"The conference will be held in Iraq, and the Kuwaiti side will decide its place and time," Anbari added.
"The Kuwaiti ambassador said that the media maximized the question, but the Iraqi-Kuwaiti relations will stand firm, mostly by trade and economic ties," Anbari concluded.
